Make them give out every festival hat, including dragon festival.
If you compensate those people for missing out, I want compensation for my missed dragon mask, too.

I see where you are coming from. thing is, they are implementing the npc for the specific purpose of giving back something to those who missed out this years halloween hats. I don't think its their duty to allow dragon festival hats to be given out also, its too far a gap. I think it is fine that they implemented it. If you think about it, theres a boarderline of being fair, both parties have to be fair to each other, I think in your part, you should be fair to the developers from anet. You are lucky they gave you a npc for halloween, don't go blanting out for more. When you are given candy, don't eat the whole bag at once.

On the one hand it's nice the staff has become more flexible over the years. On the other hand every time something like this happens it sets a precedent and rewards the behavior with appeasement. It's not a stretch to assume there will be a virtually identical thread after New Years in Riverside provided this change doesn't go into place for every hat giving event from now on.

We are lucky they implemented new hats which were available for the Halloween finale.
Some part of the playerbase is lucky that ANet decided to rush and give them a redux based on a natural, non ANet-dependant problem. But that's the same with people who couldn't be there for the Dragon Festival, Wintersday or anything else (for any non ANet-dependant reason, too). We had some floods in Poland and other central european countries during the Dragon Festival. And there was no NPC with hats back then...
While i understand ANet's tactics towards getting more happy players that will buy GW2 when it's done, they do so in an unfair way. It'd be better to just go totally aboard with the idea and set up an NPC offering ANY hats that your account was elligible to get at any point of its existence. Even for some plats.

Oh, my freaking goodness, people! ANet is recognizing that due to circumstances beyond anyone's control, a large portion of the gaming community (The east coast of the United States) couldn't participate in an annual celebration. Since they're not doing a "Halloween Redux," they decide to give them the opportunity to at least get the special hats. What is so wrong about that? Yes, I know it's just for a silly group of pixels, but then, that's easy for ME to say since I was able to GET the silly group of pixels. Did they do it because a bunch of people griped about not getting it, or did they do it as a attempt to placate those players who missed the opportunity? I'm inclined to give ANet the benefit of the doubt, considering past experiences through the years. So, why in the world waste your time going on a bitchfest? They did something nice for a group of people. They didn't give them an in-game advantage, they just gave them an opportunity to get some hats. My goodness, give it a rest!

ArenaNet has done a good thing here. They are helping people that missed out, through no fault of their own, to get the 2011 Halloween hats.
Complaining does have its uses and I will vehemently complain at a restaurant if something is wrong with the food and/or service. My issue is that even with the snow storm this did not rise to the level of complaint. ArenaNet did not dump snow on the North East. It is not their fault.
Excrement occurs in life and not everyone can get everything that they want. It is just the way things are. I myself deleted one of my characters before the hat maker was put in the game. She was the only one with Horns of Grenth. I have all the GW hats that have ever come out except that one. It is my own fault so I don't complain. Am I disappointed? sure, not with ArenaNet but with myself.
Deal with it people, you are never ever going to get everything you want in life. If you are so upset about this (in either direction) you need to sit down and take a good long look at your life. I guess you really don't have many problems if something like, if there is or is not an event hat maker, gets your knickers in a twist.

The Live Team is still working on this change, but we now know that the Festival Hat Givers will sell you the hats for Candy Corns and Pumpkin Cookies.
EDIT: the Hat Givers need 50 of these items for a hat.

The collector will ask for 50 candy corn(s) in Lions Arch and 50 pumpkin cookies in Kamadan.

one year from now will probably be a release of gw2, maybe. And if that is true, they don't have to follow the same structure as the previous game followed, like for example: the implementation of npc's after events. So tbh, chill.

GW1 will continue even after the release of GW2. Not everyone will make the leap to GW2 immediately, many GW2 players may decide to pick up GW1, and many of the rest of us will probably make a return visit to GW1 for festivals. So continuing NPC hat givers for all festivals from now on would be a good thing to do.
When you get right down to it, we're talking about six specific seconds spread out over one specific 24-hour period when a once-in-a-lifetime reward is given out. You can participate in the Halloween festival all week long, but if you miss those six seconds, you're out of luck. Hat giver just makes good sense.
Kudos to ANet for the decision to provide one this time.

Everything has different value to people in game. Same with minis, they all don't have a fixed rate because people have different thoughts about how much they actually truly cost. That's why there's always a large range between minumum and max prices. Still hats are not sold, but they do hold different value when considering are they worth having or not...
